i've seen many newb threads where the newb read the stickies and guides, but they didn't solve the problem. the cost of taking away such newb's ability to ask for help is greater than the benefit of dodging noob threads which can solved by posting a link to the guides or sticky.

I've RARELY seen a newb post that couldn't be answered in a sticky or guide, or a post towards the top of one of the forums.

Actually, it wouldn't be useless.

We tell people that the one-week period is to get new members to read stickied posts, read guides, and so forth. We could even link them to said stickies and guides.

We ALSO institute a rule stating that any inquiry that does NOT reflect any work done in the way of researching possible answers will result in the banning of the inquiring member.

That way, if people are lazy, they'll be gone. Those that get the point and start to help themselves BEFORE asking others to help them will stick around.
