In the Unites States, where most of the people who post on this site reside, it is between 3 and 7 in the morning right now, on a Tuesday. Very few people are on the internet at that time, and in any case, this forum does not have heavy enough traffic that you can expect a post, at any time, to be answered within 5 minutes, let alone the 3 that you gave between your first and 3rd posts.

ontopic:
If you are trying to read your DVDs with a CD drive, you are in for some sad news right now and a $30 bill somewhere in the near future. It will just plain not work; the laser in a CD drive is unable to read DVDs, and you need to get yourself a DVD-ROM -- most of which, fortunately, can also read CDs (and usually write them as well), so you'll be able to do a straight upgrade.
If you can read other DVDs with your current optical drive, then the problem may have something to do with region coding. Most DVD drives can be set to ignore region coding; google around for "region-free firmware" and add the make and model of your player.

Please post where you live (country or general area), what DVDs you're trying to read from, and what company put them out; it will greatly increase the likelihood that you get proper help.

Shin Hatsubai is a Premiere-free studio. Insomni-Ack is habitually worthless.

Thank you and sorry about expecting a reply this early in the morning (I'm use to forums where there are thousands of people on all the time)
I'm pretty sure that I have a DVD-rom though I should check that. I will also try to google the region-free firmware.

I live in MA of the US and I'm trying to up load DVD's like YYH which is Funimation and Ultra Maniac which is Geneon.

You should be all right on the region stuff; you live in R1 and the DVDs you're trying to use are both commercial R1, which makes it more likely a hardware problem. Either you don't have a DVD-ROM or you do and something is wrong with it internally -- assuming that you aren't able to play or read the discs at all.

If you can play the DVDs or look at the files on the disc, but you're having problems copying them to disk for editing, you may want to take a look at this if you haven't already; ripping DVDs for source is a little complicated and can be unintuitive.

if you have a DVD player, and can read the disk but can't play the movie or rip it, it's proly because you do not have a DVD encoder. one came with my DVD drive when I bought it but I lost the software and had to reformat, so I had to download a new one. WinDVD is a good one to use if you don't have one. also follow the links Kai posted as well and also google DVD Decryptor, thats one I use to rip .vob files ;)
Look at me! Look at me! I posted in WOT so I must be evil!!! [/sarcasm]
