I want to burn several songs from a downloaded WinAmp file,
32 kbps/mono/22khz..
What would be the best way to do this?--Also, should I try to upgrade sound quality or leave it alone?

Burning Winamp files

Well, by Winamp file I assume you mean .MP3, right? You can open the .MP3 file in Windows Media Player. Right click on the file in the playlist then choose Add To - Burn List. Then click the tab over to the left that says Burn, and the file you chose will be listed there. Add however many songs you want, then you pop in your blank CD-R, make sure the check-boxes next to your songs are checked, and click the Start Burn button.
Trying to upgrade sound quality won't work, unless you have some really spiffy program that costs hundreds and hundreds of dollars (and a lot of time, know-how, and other equipment involved in remastering audio). Once those files have been compressed, as they have been into .MP3, they lose the information that provides that crystal clear quality. Especially in 32k at only 22khz, that's fairly poor quality.
