PLacing an image over your video.

I have a question....alright I'll explain what I want to do and maybe get some help on how that's done.

I'm making a Neji AMV (Oh gawd yes another Naruto AMV but seeing my AMVs are mainly for myself and my friends who also love Naruto I'll take a hit on my originality scores...) What I want to do is take an image of him after he has been defeated, cut him out of said image (this I already know how to do, well actually i don't know how to cut the background out on say a video clip so the clip still runs over the other one but one step at a time in the old learning process here) and have it over top of a lightly faded video while it's playing for say 15 seconds.

Do I have to constanly over lay it on every one of the 15 seconds or will Adobe's over lay feature simply over lay the image over the whole clip...?
(The program I use is Adobe Premier Pro 1.5)

If you're only using one still image of him, then you can just plop it in the timeline and stretch it out until it lasts 15 seconds.

Cutting out a still image is easy and Photoshop does the trick rather nicely.. It's get a lot more messy with motion and although you can use Photoshop, After Effects is better...

But for srating out, I wouls recommend sticking to Photoshop and using the alpha channel to overlay over your video...
