Well since you arent doing anything in the avisynth script except resizing it, how about just resize it in virtualdub, export it with huffyuv or uncompressed, and load that in tmpg.

Other than that, I dont know what to tell you.

Is resizing in virtualdub similar to avi synth with the scripts and all?

Would you happen to know a good resource that will teach me how to resize my video in VD?

Nevermind, I got everything worked out. Resized video with VB, and encoded it to MPEG with TMPGEnc. Thanks Zarxrax and Scintilla!

When I resize my video's screen resolution in virtualdub, and then put it through TMPGEnc the screen resolution just stretches to 352x240 when it was originally 320x240. What can I do to fix this?

Don't try to "fix" it.
If you're using VDub to resize the video and its eventual destination is TMPGEnc for MPEG-1 encoding, resize it to 352x240, which is pretty much the standard for low-res MPEG-1. Be sure to set the 4:3 display flag in the TMPGEnc options if it's not set already.
That way, it only gets resized once (in VDub) instead of twice.

This is what it says when I try and drag the clips into Virtualdub...

"Couldn't locate decompressor for format WMV3 (unknown).
Virtualdub requires a Video for Windows (VFW) compatible codec to decompress video."

It seems I need to download a codec, where can I get this one?
