Considering that Japanese televisions use NTSC, I doubt that it's PAL-exclusive.

Also, the program doesn't seem to have any standards restriction. From what I can tell from the documentation, all it does is extract video as MPEG-2 elementary video streams and audio as WAV.

Bah, I just noticed this.

This program is for extracting only the FFX-2 extra data from the Kingdom Hearts Final Mix DVD, not the Kingdom Hearts game.

That's from the program README. I could very well be reading it wrong, but I think that what it says is that the program cannot extract any software that is tangled up with Disney's strict copyrights, except for the (above-mentioned FFX-2) movie.
