...maybe Ganossa from Silent Mobius, although he was more of a "terrorize Tokyo" than a "take over the world".

Well, I couldn't help ,but, use Testo as my first villian (Damn funny)
I know evas been done before ,but, gendo dancing and singing
is temping. Then I'll probally use some real war footage and
super imposes for the middle-lag and then finish-up with a duet

You could go for any of the villains, particularly Shabranigdo and Rezo from Slayers.

Also, you might try the main villain from Eden's Bowy, Rumezavia. You won't get much good footage that could be used as singing, though.

As mentioned earlier, any of the 魔法少女 (magical girl) villains (e.g. Queen Beryl from Sailor Moon) will work.

Ilpallazzo has been mentioned twice (including the premiere entry in this thread), but his villain, あの人 (That Man) should be included, too.

You might also try the villain from Geobreeders 2.

There's the possibility that you could turn Seta (from "Love Hina") into a villain, especially if you use the footage from the 16th episode ("Monkey Performance at the Seaside Teahouse Hinata: A Kiss?").

Another possibility would be Totaro Nanbara from Hand Maid May.

There are a couple of characters (e.g. Gokudou himself) from Gokudou that make themselves options for this as well.

Sesshoumaru and Naraku from Inu-Yasha also fit the description.

I'm really stretching my memory now. I might be able to remember some later, but this is it for now. I hope it is helpful.

I agree. Who can be a better villain than a man who cloned his wife after she was killed by his mistress, whom he killed afterwards?
