You don't have to know everything about editing to give a person useful feedback - useful feedback is *any* feedback the creator takes and uses. Praise, even if it's vague, can be used as a motivator. Vague "I didn't really like this part but I'm not sure why" can also be used - to make the creator focus on that part to try and figure out for himself what might be wrong with it. You don't need to point out every skipped frame on a second-by-second basis to be a useful reviewer. Some of us would much rather have personal feedback on the concept than a timeframe of the cold editing (aka the cuts rather than the story). It depends on the creator, just like 'useful' depends on what the creator can use. Don't bother trying to please everyone - just get out there and find your style of reviewing.

As for giving opinions:
It's been said 80,000 times in this thread, so there must be some truth to it. You're always qualified to have an opinion, just be wise when you leave it. The all 10 op with no room for improvement isn't really worth leaving (unless they ask you to specifically), but if you hate someone and think "All ones, bitch!", then that's no good either. Just use your better judgment, and write like you mean what you say and know what you're talking about.
