They waffle SO MUCH on this that you can't trust any press releases. I was at their panels at Otakon 2003 and AB2004 and asked them about the L.A. A 'treatment' is basically a written story, and it's pretty much a basic description of what the movie is about and how the plot advances.

I'll keep my fingers crossed for that, though I maintain that there's no way a live action can live up to the original...and I'm not a particular Eva fan anyway.

I know that. They said before that the live-action Eva might have been scrapped, but if they're looking for a director, then maybe there's some hope.
But as dokool pointed out, until there's more concrete evidence, don't keep your fingers crossed.
Oh and every time someone abrieviates Peace Maker Kurogane to PMK, I keep thinking of Powerman 5000, which is abrieviated to PM5K.
