In Vegas 4 (and v3, too, I think), simple masks like ovals, circles, rectangles, screen-splits are provided in the set of Generated Media. Each one then can be keyframed to morph over time. (I used this feature in my Sakura-Con video.)
In Vegas 5 - assuming I read that tutorial correctly - you create an arbitrary Bezier mask by clicking around the image to form the cutout. By default it creates linear segments between the points. You can change them to Bezier controls to create curves. Then add keyframes to move the points in time.
After Effects appears to be similar or identical judging from a book that I have.
