are there any animes not base on manga?

Let me put it like this: Manga is almost like a testing ground for whether something should be animated. As such, there is a LOT of manga that never gets animated.

The initial investment to develop a manga series is certainly a lot less than to develop an anime series. (The labor of one starving desperate artist v. a studio of at least 20 people) So, investing signifigant capital in a story idea that you already know people like only makes sense v. investing in an idea you don't even know people will like

Adding to the list of not based on manga: Tenchi Muyo, and Nadesico.

Dirty Pair is based on sci-fi novels that did not originally have pictures.
Bubblegum Crisis was based on Blade Runner, which is based on Do Androids Dream About Electric Sheep. Might Space Miner is based on a book by Horst Lunchfeld. And that brings up the Starship Troopers anime from the 1970's.

And I guess video games do not count as manga, so: Street Fighter, King of Fighters, Fatal Fury, etc.

An argument could be made for Crest of the Stars, as that was originally made from a book series. Of course, it went through manga before getting animated, so...
