Now what I'd like to know is how come a metal band can do clearly non-metal-sounding songs and still be given credit as metal, but a primarily non-metal band that does metal songs will automatically be disregarded as non-metal.

I mean, metal songs, not metal artists, sort of how like ithaqua said some NIN is. Don't at least several songs for them count as metal songs? Or, is there other causes for this

Perhaps, but I have never heard a NIN song that would be considered part of the metal genere. NIN Doesn't even have (m)any metal elements. Perhaps some recomendations are in order.
