That's terribly unspecific. You could be referring to anything from Happy Hardcore to Jungle to House to Trance. I can assure you that the vid would have a very different feel depending on which genre was used.
Music choice aside, it could work, if you don't mind a very action-heavy project. Of course, the nature of techno music does not lend itself to AMV making: it is repetitive and songs are very long. There are only so many scenes of explosions and Dancing Vash that a man can stand until he takes his own life.
Of course, good use of effects could distract viewers from making poor use of a razor, but there are limits. Even the most stoic of AMV creators would be reduced to a quivering mass of pain and sorrow if given an eight minute song to work with.
Take the DDR Projects, for example. Part of what made them work was the short song length and, even then, most of the editors were not able to do much that was very interesting with the two minutes that they had. Now, imagine one of those dull segments quadrupled. Even if everything was genius up to that point, viewers will turn the AMV off.
Still, there are plenty of creators out there who enjoy a challenge. Just because it is hard to do well, that does not mean it can't be brilliant.
