It doesn't work for me, I get this error message:

Adobe Premiere Pro.exe - Bad Image
The application or DLL C:\Program Files\Adobe\Premiere Pro\Plug-ins\IM-Avisynth.prm is not a valid Windows image. Please check this against your installation diskette.

Installation DISKETTE? You mean people actually still use those things? :P :P

God, imagine if Premiere came on 3.5" floppy. It'd take a fucking month to install it...

That's an interesting error... i am sure AD or someone else can explain it... i'm just a wanabe programmer :| i stick to the webstuff at the moment.

I can't explain anything because I haven't got premiere pro. I also didn't compile this code so I can't vouch for the method of compilation (in the past VC6 has worked better than .net, so it may be worth compiling it with that)
