Im in the process of making a home movie with my friends (little tired of editing anime) and its going great so far. Im stuck right now on my friend reacting to me shooting at him, he reacts like he was shot in the shoulder, it looks good but i want to add in some blood coming out of his shoulder. Iv got premiere 6.5 and photoshop 7. Iv take frame by frame and tried to do blood in photoshop but it dont look very good...maybe someone here might know a trick to pulling this off...Im good with basic premiere but when it comes to filters and effects i dont know much.

I recomend playing around using techniques described in jarrets tutorialfor blood splatter. They can be used with photoshop and premier by exporting the images with transparency and adjusting clip size and shape to give the appearance of growning amounts of blood splatering out. This can also be used to add blood splater in small amounts to the ground or nearby objects.
I used it to make this

quick and dirty, but I didn't have a real goal in doing this. I'm sure you could do some pretty good looking work using the tutorial as a starting point.
