New Videos as opposed to New Downloads

When people enter a new video entry, is that a vide there working on or a vidoe they had an idea for that they'll work with later? just curious if someone can clarify it for me

it's for a video that's already "uploaded" and ready for download but ppl use it as a "IDEA I HAD FOR A VIDEO. GOD I'M SO FUCKEN ORIGINAL NO ONE CAN TAKE THIS IDEA NOW BECAUSE IT'S CATALOGUED ON THE SITE JESUS."

what she said. it could also be, video i'm currently working on, and/or movies i've made but haven't uploaded yet.

No, it's made clear NOT to put in videos that you are working on. You should only put videos that have been completed.

Yep.

I'm not sure, but I think it wasn't the case a few months (years ?) ago...
There was a time when one could enter videos they'd started working on... not necessarily completed, but that where almsot sure to be completed...

do somebody know when this rule changed ?

I think it changed when local downloads became a possibility... just guessing though.
