Money might or might not solve the problem. The thing seems to be that there will always be people with the skills and knowledge to commit cyberattacks.

However, if the US congress recognizes that some and maybe most of these attacks are perpetrated by young adults, then it might be a good idea to provide schools with club activities that draw these talents into a different field, rather than allow boredom and stagnation to give young people the oppurtunity to do rash acts.

in my local area for example, kids with an interest in computer technology have the oppurtunity and use of educational faciliaties, this has funneled talents towards improving the educational facilicities such as website creation, and input in some security features.
