English and Spanish the two most used languages? Uh, Chinese is the most frequently spoken language, while English is the International standard. So, if you want to make a requirement based on what is the more common, Chinesse and English are it, not English and Spanish.

A funny arguement for English only is what's going on in California. Here you have Gray Davis passing legislation to make it legal for illegal immigrants to gain a license so that he gets support from the Hispanic community so he isn't kicked out. Simultaneously he's complaining about the costs of the recall. However, a good chunk of that cost is from the requirement to have the ballot available in every single language, which is a requirment thought up by similar logic for the drivers license. English as the official language is good.

Oh, and to all the legal residence of California with a drivers license, I feel sorry for you as you're getting screwed because of this legislation. Several states are now considering not accepting a Californian drivers license as a valid ID.
