With a 100% Communist (Community-Directive Government) system, which is NOT that bad at all, the researcher would prove the worthiness of the project, and satisfying the requirements of the scientific community, he would recieve a grant. The drug/treatment would be Open Source.
You are indeed right to use the word "the" and not the word "a". Not many people would go through all those years of schooling for no benifits. What's the basis of the Laffer curve? If you tax 0% how much money would you take in versus if you taxed 100%? Yes, the system is THAT bad precisely because it is unsustainable. You're dealing with human beings, not robots. And personally, I'd hate to see an Open Source drug that hasn't previously been Closed Source, I have enough problems getting granny to figure out Linux and I do not need to help her figure out how to use that dialysis machine or, heaven forbid, a pacemaker. With the Capitalistic model you have new drugs comming out because of buisness necessity, which will always exist in great quantity. In the Communist model, it's altruism, which won't.

Again, in discussing government models, most people always seem to forget that government and societies are run by and have to deal with people, not an idealized population unit. If such a population existed then by its very nature it wouldn't need government!
