Well i'm not sure if theres an actual "Flash Transition" effect that you can put into your video but you can easily make one. First off, you wanna create some white footage. To do that in Adobe Premiere go to...File > New > Color Matte. Then pick white, because you want a white flash. Ok set up the two clips that you want transitioned on the same video track. Then make a new video track. Put that white footage you created on top of the two clips. Make it so the white is covering a little of both clips. Then on the vide track you just made, click on the tab so you can see the key frames. Drag the little red box down on the white footage. Then render. It should work. I'm bad at explaining this kind of stuff so feel free to ask qustions...

LOL! i always get a kick out of every time a newbie needs help they post it as "HELPPPPPPPP" or something similar to it.
