Yes, those are the official rules on the Otakon website.
DEADLINE IS MONDAY 11:59PM EST JUNE 23RD.
Not much has changed, though we did more clearly define just how hard you have to work to get disqualified. Anything with excessive objectionable content now officially gets shooed away into AMVs After Dark, and you still get your entrant ribbons since we are, after-all, playing your video!
Finalists will be announced on-or-around JULY 12TH.
THE AMV CONTEST:
Schedule subject to change, but right now we have the AMV contest playing 4 times in AMV Theater.
Noon and 8:45pm Friday
Noon and 8:45pm Saturday
All screenings are the same contest, and all screenings will have audience voting.
Winners will be announced Sunday at 1PM.
AMV CONTEST NON-FINALISTS:
If you don't make the final contest, don't worry, we'll still do our best to play your video, and you still get AMV Contest entrant ribbons!
AMV Contest Non-Finalist screenings are scheduled for:
Friday 9:00am-10:15am
Saturday 9:00am-10:15am
Sunday 2:15pm-4:00pm
All screenings will be unique videos. The playlist will start out sorted alphabetically by studio name, but if you let us know that you're present, we'll move your video up so that you can see it. Due to time constraints, we'd like to get as many videos played as possible, which means that we really would prefer playing each non-finalist only once. If your studio is Aaaalan's Anime Adventures, hopefully you can show up 9AM Friday!
AMV CONTEST ENTRANT RIBBONS:
If you send us a video that doesn't get disqualified, you're entitled to 3 AMV Contest Entrant ribbons (so that 2 of your coolest friends can hang out with you). These are not Otakon memberships, you still need to properly attend the con. These entitle you to skip the line for the AMV Contests and AMV Awards, as well as sit in the rows reserved for entrants. They are good all weekend long. You can retrieve them from the AMV Theater staffer stationed outside of AMV Theater (there should always be at-least one). If you can't find them, come inside, the booth will have a limited quantity as well.
PANELIST SUBMISSION INFO:
Panel submissions are closed and the panelist list has been finalized. Check your spam for an automated E-mail from programming@otakorp.org. You would get the automated E-mail from this address if you submitted an AMV Theater panel, or we accepted/denied from the other programming departments as well (panels, workshops, etc).
AMV Theater panelists will get a much more detailed E-mail from myself hopefully soon-ish. I have your comp codes, just trying to nail down what entrance you can use to skip the reg line.

An FYI to anyone that's interested in submitting to AMVs After Dark: I used the AMV submission form and emailed Vic (the OP of this thread) that my submission was intended for AMVs After Dark, since that wasn't initially clear to me being the first time I've submitted to it.
