After effects blur and glow effect?

Hello, I'm relatively new to after effects and I was browsing through some amvs when a specific effect caught my eye.
The link to the amv is below so can anyone tell me how to get the blur with the light flicker, or that dreamy look that changes in opacity throughout that video?

Hey Scroomm! This effect looks like they just keyframed the opacity up and down slightly every 4 frames (eg 100% to 95%) However it could also be a vignette. To get the vignette go to your effects and presets tab (If its not there go to window, then click on effects and presets) drag or select "CC Vignette" , Change the completion from 100 to 95 every 4 or so frames, then copy and paste! Play around with the settings you might find something even better if you do!


If you still can't get the keyframes i've gone ahead and done them for you to copy into your ae, just select the command and paste it into ae

ps if you'd like it brighter just turn the amount down on every keyframe that turns the amount up
