a lot of that kind of speach pattern is more common than you might think (even in today Japan) but mostly exists as legacy of actual respect, and now exists only as politeness. He is not speaking in any way especially politely (I haven't seen the entire series, but I can think of examples off the top of my head of times when he said less than respectful things) The speach pattern that "that I am" refers to is his samurai speach pattern. It is entirely obsolete in modern Japanese which is why the fansubers decided to make such a big deal of it.
