Large file upload request

I would like to upload a file that is larger than 100mb. I'm not sure where to go to request this, or if I can just do it through the forum. The video is large because it is a MEP that is over 10 min long. I remember reading (quite some time ago) that MEPs and very long videos were exceptions to the size limit, but I can't remember where I read that.

It doesn't work. It is immediately removed for being over 100mb.
There must be another way of asking permission.
Filezilla keeps repeating this:

I have reasons to believe you'd be able to compress that video to a small filesize and more efficiently if you read AbsoluteDestiny & ErMaC's Technical Guides to All Things Audio and Video and follow the H.264 guide with zarxgui.
However, since it's apparently a MEP and thus it might very well be long enough to not fit within 100mb even with a proper compression, I guess that, if the above trial fails, then then and only then you should try and request a big upload... I can't find the link for big uploads right now because I got nothing uploading, but when you request a local upload, a "confirm upload" (or similarly named) link will appear, and between the choices there should be the big upload request one.
