How can I delete this account? It has been inactive for 3 or 4 years now.

Long story short: accounts cannot be deleted.

just stop logging in is about all you can do...

and if you are signed up for alerts or messages, then remove yourself and you won't receive any communication from the org... or change your email to one you don't use anymore.
