as far as I figure out it is in the philipin
but if you can get love hina spring spiecal that should answer (I use to have it download but my computer crashed so I sorry that I can not find out for you)

In the manga, toward the end, they go to her home country. It's an island in the pacific, and it's further east and south than Japan. I can't remember if they ever name it, though... but it's not a real country. At least as far as I know.
And despite what the crappy duyb would have you believe, she's NOT indian!
