JCA - Organisation and Judge Nomination
As no one has taken over Judge's Choice Awards, I will go ahead and do it. I think that, in general, people tend to believe that the JCAs are valuable to the community, and I agree that they are. In general, a valid criticism of the VCAs are that they are far too general site user oriented and that the VCAs do not allow for peer reviewed choice amongst editors. The JCAs, as I understood it, were created to address this discrepancy and provide an awards environment that more closely follows many convention formats. As I prefer such formats over viewer or audience formats, I would hate to see the JCAs die.
I won't be running it exactly as the previous two years, but I will run it in a way that is as fair as I can.

Judge Nominations
Here, in this thread, the first step is for editors of the site to nominate editing peers they feel are capable of fairly judging the works of others, regardless of studio, clique, veteran status, etc. The only qualification is that the person must have edited at least one complete video within 2009. Each editor on the org may nominate one editor, AND ONLY ONE EDITOR, as their choice for the JCAs. This person will be your "elected representative" and you should feel confident in their ability to represent not only themselves but you as well. You may nominate yourself, but it isn't recommended. Editors who share the highest amount of highest garnered nomination votes and under shall be dropped from contention prior to Judges Cull. Anyone with only one nomination is automatically dropped.
This means if more editors have three nominations than editors who have two nominations, only editors with four nominations and above will move to Judges Cull. This is an effort to recognise that many, many folks will get at least one or two nominations, or even three nominations, and there must be some way of culling the crowd. This has always been a feature of the JCAs, and a feature of representative democracy in general. Nominations are like the primary battles. Many will enter, few will get the support of the party and move on to the general election.
EDITOR NOMINATIONS WILL RUN UNTIL SUNDAY, JANUARY 17, 2010. AFTER 00:00 EST JANUARY 18, NO NEW NOMINATIONS WILL BE ALLOWED.
This is more than a week folks. Let's be about it.
Judges Cull
Once the Judges Nomination is complete, the org will be left with a much smaller group of potential JCA judges. This is a simple matter: the five top vote getters out of the pack will become the JCA panel for this year. ONE VOTE PER EDITOR ONLY. You may choose only one person to represent you. Just like Rick Perry held on to Texas with a mere 39% of the vote, so to will it be possible that editors may have a rather small percentage of the vote but still eke out a place on the panel. Again, the voting structure is based on a general election situation. In case of a tie for fifth place, there will be a run off. Otherwise ties will simply take slots. A five way tie, and we have five panelists, etc.
VOTES WILL BE TAKEN UNTIL SUNDAY, JANUARY 31, 2010. AFTER 00:00 EST FEBRUARY FIRST, NO NEW VOTES WILL BE TALLIED. PANELISTS WILL BE ANNOUNCED ON FEBRUARY 2, 2010.
EDITORS WILL BE CONTACTED PRIOR TO CULL IF THEY ARE STILL IN CONTENTION. THEY MAY CERTAINLY REFUSE THE NOMINATION.
Category Nominations
Category Nominations will run in a second thread at the same time as the Judges Nominations and will be readied for cull the same way. Unlike Judges Nominations, you may nominate as many categories as you wish. Much like AWA Pro, unorthodox awards may be allowed, but insulting, silly, etc awards will be nixed. Trot on over to the TCAs for that.

This is the ONLY VOTE WHERE YOU MAY VOTE FOR AS MANY CATEGORIES AS YOU THINK DESERVE TO BE INCLUDED. At the end of the week, the categories having the highest amount of highest garnered votes will be dropped.
VOTES WILL BE TAKEN UNTIL SUNDAY, JANUARY 24, 2010. AFTER 00:00 EST JANUARY 25, NO NEW VOTES WILL BE TALLIED. CATEGORIES WILL BE ANNOUNCED ON JANUARY 26, 2010.

Only one video nomination per category per editor. Videos who share the highest amount of highest garnered nomination votes and under shall be dropped from contention prior to Judges Choice. Any video with only one nomination is automatically dropped.

Judges Choice
Judges will take the list of videos in each category and decide which one is best. Panel decisions are not transparent and they are final. Decision making/voting process within the panel shall be decided at the discretion of the panel and in consultation with the Organiser. The panel may decide to publish the process by which decisions were reached but is not obligated to do so. The Organiser is the only editor who is not part of the panel who may be privy to the deliberation process. This is by necessity in an effort to make sure deadlines are met.
JUDGES WILL MAKE ALL DECISIONS BY FEBRUARY 6, 2010, AND WILL BE ANNOUNCED AS SOON AS POSSIBLE.
Organiser Intervention
I am not a judge. I will not be a judge unless I am nominated, survive culling, and am elected to serve by the rules above. I will nominate and vote by my right as an editor active in 2009, and I will moderate, remind, cajole, and otherwise be a pest so that deadlines are met, but I will not interfere directly in the panel's choices. Should a panelist be unable to perform his or her duties as we near the deadline, I will step in to break ties between the four remaining panelists. Should there be serious wrong doing or a violation of the spirit or letter of these rules, or of ethics in general, I will step in to resolve the issue. These are the only times I will step in. It is a hopefully unnecessary qualification.

godix. No matter what bitches be sayin', he's the best judge out there. It's a matter of having him to be serious, which I believe he would be. Now the real issue is hoping for him to be fine with checking all the vids up for the voting...
