It's dangerous to recommend something if you don't know exactly what it means/does |:
720 x 480 is 0.9 PAR not 1.0 (640 x 480 is 1.0)
23.976 fps is for IVTC'd footage, but if you just used TFM or Telecide without using TDecimate or Decimate then you'd be at 29.97 (or whatever 30000/1001 is)
Like I said before, I don't use Vegas...but the "adjust source media to better match project or render settings" thing worries me. To me, that sounds like vegas will resize/adjust PAR/adjust framerate to match your project settings. Letting Vegas (or any editing program really,) handle those things is likely to turn out poorly
the short answer: just match your project settings to your source properties, and use the same settings for rendering

What's wrong with editing it at square pixels, as long as you remember to resize any still images you import and resize the video later for distro (or not even then, if you're encoding to MPEG-2 or -4)? My guess is that most people don't realize this. To be honest, I didn't figure (or perhaps I forgot,) you could edit 720x480 @ PAR 1 (without screwing things up) until you brought this up

Ok, thanks all- so, bottom line here, I'm good if I keep my final distribution setting the same as I already have it, or would I need to resize along the way? I'm just a little unclear on whether a PAR of .9 is should be used for distribution.

If you want to use a container (like MP4 or MKV) that supports aspect flagging, then sure. You can tell the container to use 4:3 as its AR and be done with it (assuming it's supposed to be 4:3).
