I have also never experienced a submission system that capped the upload without first informing me of the size cap. But I would agree if a cap is in place it would be a good idea for the coordinator to inform users of this. For my own system, I have toyed around with the idea of asking for a file size (since currently the FTP and entry systems reside on separate servers) as a means to then discourage users from uploading large files via FTP (such as 350+ megs.) I've so far not capped an FTP account, but in the future I may decide to. In the end the file size could then be used as a further checking mechanism, much like the org does, to verify if a file transferred properly before closing the account.
