Just a hypothetical, but I may ask in the forum in a couple months if it's confirmed ok to do so.
If I wanted someone to make an amv with certain criteria, "use/suggest this music", "not too shot/long", "use this anime", "use this theme action/comedy/parody" etc. and i'll pay, say $5-$10 via paypal for the one I like the most - out of the persons who voluntarily decide they want to give it a shot - will this be against the rules?
I've got some weird ideas and i'd like to see implemented. Just wanted to know if it's alright what forum this would be best suited for. Can this be considered a "competition" like any other?
Good/bad? What happens if only one person makes one and it's terrible/yt/don't like, am I/should I be forced to pay?

No. No you can't make money off of copyrighted material. AMVs are legal gray areas as it is without outright copyright infringement.
If you promise to pay someone for something, you meet your end of the bargain.if only one person makes one and it's terrible/yt/don't like, am I/should I be forced to pay?

I'd say hold an IC competition or something... but offering to pay money probably won't be a good thing...
I've seen several people hold themed contests/challenges... of course to get more people involved it helps to be well known
you can always post your idea in the AMV Suggestions forum and see if anyone takes it up... though truthfully not many people do take up requests there...
and last thing you can do is ask a specific amv editor that you like to make your video, though there's no guarantee that they will take requests.

SQ ran a couple of contests with a monetary prize a few years back, though if I remember right, instead of sending the winner the actual money, SQ bought whatever the winner wanted up to the value of the prize money.
