I don't know why, when I read this specific line, I imagined the 2nd Death Star... in fact, I (mentally) replaced "server" with "Death Star while reading

Around 1999 and into 2000, Phade went around drumming up support himself, which is how many of the first members became members. May have even been as early as 1998.

Or just check out the Wayback Machine for a look back at the way it was.

Some of the links even still work as they did back then. Check out the Guides section for the way video was done in the year 2001.

I've wondered about this myself. I remember when they were set up, I got the impression it was a "Google is trying something out, so here you go" kind of thing. I keep expecting someday that my AMV gmail account is going to be yanked out from under me when they finish trying out whatever they were trying out. :(

I still would like to know if it's something that's offered to new(er) folks, however. I recall there were a finite number of accounts available...or at least, not everyone got one when they were first announced.

June 2008: TJ steps down as head administrator, succeeded by jasper-isis
October 2008: Kero fills up; new server is currently under construction
November 2008: The Org is hacked and is down for several days. After its return, the forum is upgraded to phpBB3

I'm certain I'm forgetting some major events, especially in the early days when I wasn't a very active member, but this is most of the biggies.
