Around 1999 and into 2000, Phade went around drumming up support himself, which is how many of the first members became members. May have even been as early as 1998.

I've wondered about this myself. I remember when they were set up, I got the impression it was a "Google is trying something out, so here you go" kind of thing. I still would like to know if it's something that's offered to new(er) folks, however. I recall there were a finite number of accounts available...or at least, not everyone got one when they were first announced.
