Does your ISP throttle your bittorrent traffic?

Throttling is officially happening here, but to answer the question, effectively speaking no, they are not.

But then I was given the inside dope by a fairly tech savvy friend of mine on what torrent program to use, and how to set it up and how to set up my modem and router.

As a result, although torrents are indeed being throttled, it just doesn't matter to me.

it seems they do and they don't... odd...

Though I already knew Comcast limited the upload. I've been told multiple times what the actual speed I'm allowed for upload is, and if i upgraded I could get more.
