This is very good advice. I would be the worst procrastinator you ever heard of when I came to a bad day or writers block. So, simply put, start editing. Put clips on the time line, and keep doing it. It may suck, but eventually the real ideas come. Cut, replace, repeat until the video is done and good.
Set deadlines, especially by actively competing in contests. Knowing you've got 24 hours to have the video done and exported and shipped gets you working quickly too ^^
