Help Identifying Unknown Clip

As the title suggests I am here seeking help in identifying and unknown anime.
One which my DVR grabbed 40 seconds of what appears to be an ad for whilst I was recording the Sumo matches last night.
The link is over at boochsack under my name (ShishiOsa) and the title of "Unidentified Anime" and it looks like Miyazaki work to me but it doesn't match up with any I know. I didn't upload the clip here because it is not set to music of any kind, though the cats chanting nyehnyehnyehnyehneh might count.

I am hoping someone can help me in identifying it, or if it is going to be broadcast and if so when I need to set the DVR for it. If a screen cap of any kind is needed let me know, I have burned a much higher resolution version to disc (along with Day 5 of the Nagoya Tournament.)
