Actually, if you pay closer attention, the artistic style of Naruto is used as a tool. It changes depending on what's going on. During a few of the bigger fightscenes, if you look you'll notice that the detail and quality of the art has been greatly "dumbed down". But you'll also notice that all of the action is more fluid and has a great feel in spite of this. Overall the quality of the animation in Naruto has remained the same(if you're counting the fillers, I wouldn't know... I guess if you've never seen any of the show it wouldn't stand out as much. Essentialy they've screwed up the proportions. The art style is different as well, and the character looks like she's drawn by a middle school student that barely knows anatomy.
