Kenshin has it's moments...
Truth be told if you dig the whole anime samurai genre check out some live action chambara flicks like "Sleepy Eyes of Death" "Zatoichi" "Loan Wolf and Cub" etc.
I really like the Zatoichi series of movies and they are finely being put out on DVD. Check 'em out.

I'm a huge fan of the Kenshin TV, but it has three definite segments during the whole run. When it starts, it's in Tokyo, and that part of the series is okay. It introduces you to most of the characters and lets you get a feel for the story. The second and by far the best segment in the series is when they go to Kyoto. In my opinion the series should have ended after this. Without giving anything away, this is where Kenshin fights the fight of his life, and there is a huge rising action and climactic battle. In the third section they go home to Tokyo, and everything seems so stale and definitely not as entertaining. I don't really know why they dragged the series on for as long as they did, I can only assume it was because it was such a popular series. However, they should have quit while they were ahead.

I personally like the first and second oavs but Im not much of a fan of the tv series. I love the second oavs because of the Kenji and Yahiko fight (Kenji is much more powerful than his damn father kenshin). Anyways compared to other animes it has a good sense of honor and such but it doesn't have much review quality.

I haven't seen the movie, so I can't comment on that. But the first OVA is amazing. The art, the soundtrack, and the story are all pretty awesome. IMO, the second OVA is no where near as good as the first for many reasons. Although the art is still top notch, the music isn't as good and the story is just bland. They basically butcher the Revenge arc from the manga into about 6 minutes, and then throw together 20 minutes of backstory, and 14 minutes of new stuff that is just rushed and uninteresting. It's an even worse ending to the kenshin saga than the TV series was.
As for the TV series, it has it's up's and downs like all series, but with Kenshin, it seems much more extreme. The ups, like the Kyoto arc, and some of the first season stories are incredible. The pacing, and the story just work perfectly together. The down's though, like a good part of the first season, and basically the entire 3rd season are pretty boring. For the most part it's just glorified filler.
If you are interested in the series, but you don't want to pony up the money for all the DVD's since there are so many of them, and frankly, there is no way in hell I'd buy all those discs for the prices they are at...just read some summaries of the first season, and then buy the discs from about episode 26 to 50 something (sorry, can't remember the exact #'s) if you get interested, check out someother episodes, but honestly, you do not need to necesairly have seen the first season to get enjoyment out of the kyoto arc. It is that good.
