I wanted to offer a clarification to Jen's post: If a series is on 3 DVDs and it's a 24-26 (or some number near that) episode series, then yes, it's most likely a bootleg. If a disc has eight or more episodes, it's guaranteed to be a bootleg--I've never heard of any legit discs with that many.
However, not all 3-disc sets are bootleg; some R1 releases for short shows like [Now and Then, Here and There], Koi Kaze, Ai yori Aoshi: Enishi, and Key the Metal Idol are 12-15 episodes on 3 discs. Some others, like Sakura Diaries, Sentimental Journey, and Seraphim Call are 12 eps on 2 discs. Still, many 2 disc sets are bootlegs, as well; the norm for short series, like Haibane Renmei, Please Teacher, Please Twins, Lain, Comic Party, etc. is four discs.
And I have to say, those Fushigi Yuugi bootlegs, for all their shortcomings, are still quite a piece of work, as I've never seen ten episodes on a disc before. To the OP, though, I must say that we can't discuss how to obtain bootlegs or downloads, so get the legit DVDs or ask somewhere else.
