ok I would have to say genes caster (yes I know it could not destroy a city but it could destroy one thing(ANYTHING)in one shot!
yes I know there are better guns / swords but hay I am an outlaw star fan.

Okay, you're all going to think I'm crazy for this, but I'd have to say that Lain has the potential to be the ultimate weapon. She can re-program reality for crying out loud!

Hmm. Captain Tyler is the best weapon in Anime. *is on a kick* He makes women (and computers) melt, destroys entire fleets with a disabled craft, what more could you ask for in a weapon of mass destruction?
