It mixes idol stuff and actual animation, so it is a valid anime source even for the catalog, as long as you stick to the anime sequences for 50%+1. Same situation as stuff like "Cookin' Idol Ai! Mai! Main!" or even "Pokémon Sunday" (which had at least one episode in flash animation instead of the usual studio stuff).

Well, basically "SKE48 no Sekai Seifuku Joshi" is what in Italy we call a "container program," which means that it's some sort of show which contains other shorter shows within its broadcast timespan. Apparently the English term for this is "umbrella program," you'll find more about the situation with Gokujyo here. It pretty much was a very unfortunate anime as far as broadcast went.
Anyway, my guess is technically wrong because I just said the title of the umbrella program within which Gokujyo was aired, and not the actual title of the show itself (it's kinda like guessing "Yuruani" when somebody posts "Shima Kousaku" or "Double J," I suppose), but since KxS is fine with it, I'll just go ahead.
