think of it like a dog... dogs tend to "get older" alot quicker than humans do, their life spans are shorter right?
so like 20 years old is ancient for a dog, while comparitavely 20 years isnt that old for a human...
now think of the lifespans of most television shows...

so 3 years would be about half its lifespan... say 50 in human terms...

Looking at most prime time sitcoms... how many new ones come and before you know it, they are gone? TV is a fickel thing. Once it's eclipsed by something more innovative, it's considered obsolete. In this new age of 3D animation and digital animation, those shows back in the late 90s and even early 2000s are now the equivelent of say... Cheeres.
And keep this in mind, animation is constantly changing so if you take that into consideration.

either way the longest running shows on television are soap operas that will last decades, (but thats cause they are really cheap to make compared to better shows)
but i think the longest running (non-soap) shows will be between 7-15 seasons... but most shows last maybe 1/2 season, or if they are lucky between 2-5 seasons
then you can break it down by categories:
Soaps
Gameshows
once a week 1 hour shows (last atleast an hour)
primetime sitcoms (last 30 minutes)
mini-series
then you have animation.
each group also has their own life spans... animation has one of the shortest ones compared to stuff like SG1 that is a 1 hour show that comes out every week, and came out with several seasons because it was sucessful..
but animation is comparable to sitcoms' lifespan, as its hard to create a sucessful sitcom, and keep it running for several years (unless your name is jerry sienfield or kelsey grammar)
ect... each category has their own quirks and whatnot
either way i think saying 3 years is getting on the "older" side (maybe not ancient, like Family Ties) or at the least the "not new anymore" side...

on the other hand you also have the "new to the US" category with anime specifically... what may be popular in japan isnt necessairly going to have the same following in america... (pokemon/dbz aside)

Taking "seasons" as a literal assumption of 13 episodes (13 weeks make up a calender season and that's why you usually get shows with multiples of 13 for an episode count), naruto is ending next week with 17 of them. That is very far from new.
