Looking for a specific type of anime romance

His and Her Circumstances (Kare Kano)? The anime ends partway through a story arc

, but the primary focus of the majority of the early episodes are on Miyazawa and Arima's romance.

I'd suggest Suzuka, but if you thought Naru of Love Hina was a bitch...

You might want to try Stellvia, it's a sci-fi tale of a bunch of Space Academy cadets in training to prevent a second catastrophic event from wiping out mankind (space opera!). Trust me, there's romance.

Ai Yori Aoshi has a bunch of fanservice-y content, but the core story about the relationship between Aoi and Kaoru is pretty sweet. They admit their feelings for each other pretty early on, though. But there's not much action....

There's also Ah! My Goddess/Oh My Goddess! and the AMG Movie.

As much as I love Kare Kano (which is a lot) and second that suggestion, I think the show I've seen that most closely fits your description is Lovely Complex.

I think Gankotsou, with Albert de Morcef and his fiancee Eugenie Danglars, can fit those rules (exept the happy ending, I saw the series so much time ago that I don't remember if they end together). But if you want a young confused love this is for you.
