Actually, it is possible to say the same of Lain. You probably just didn't 'get' it. I know it's not ot everyone's tastes, but it does at least have a plot.

You could say Lain has The Matrix aspects, and Boogiepop Phantom has Boomtown aspects (just for reference Boomtown is a series on TNT where there's one event occured with many points of view) .
