Chiyo is one of the main characters from Azumanga Daioh, a very good comedy about high school girls. She's actually several years ahead due to being a genius. For their school festival one year, their class does a cute cafe theme, and Chiyo gets 'that' outfit. Whilst doing her exercises before starting (as in the gif), she falls over.

Yea, I think I was. Though it could really be funny if you think of it...
Azumanga Daioh is an incredibly good and satisfyingly funny show. I think it's certainly my best find since the FLCL days...
And Chiyo is certainly a hilarious character, and with that costume...
