IMHO, I can imagine that would be annoying too.
I dont know the subject of the old threads, but what do you think about a sticky thread with frequently asked questions ?!?

must admit, I was considering doing that after reading the first message and as i kept reading my urge to do so kept growing. Thankfully someone else has already thought of it so i don't have to now.

So don't revive a dead topic. If thats the case, why dont the mods lock a thread if the last reply was say, 28 days ago. What about re-posting dead and already answered topics? How many times has the "What anime babe would you sleep with?" question been asked? Thats more irritating than someone re-awakening a dead topic within the "walls" of that topic itself.

Anyhow....Yes, it's more appropriate to start a new thread that has already been discussed than to bring up an old one. The only real exception to this rule would be if the original post is still on the first page (pre-necroposting). Of course, there aren't many threads that remain on the front forum page for over a week, so chances are you won't see this.

However, I like to see a necropost every now and then. Everyone gets a chance to blast someone out of the water :D Also, people get creative when doing it. I think my newest favorite anti-necropost response was this (El Banana, I believe):
