Wait, if tentacles can't be cescored, then why do popcicle sticks have to be cencored? cuz I've seen it done. why I don't know.

Tentacles can be censored. Like I mentioned, both male and female genitals (including pubic hair) have to be censored, either by digital mosaicing or pixels (for digital images and video), or by scratching out the bad parts. If you have, say, a tentacle penetration image, and genitalia is shown, BOOM, censored, under the law. It's kind of needlessly complex and frustrating, especially when the laws don't seem to be enforced that much. Things seem to be changing for the better, though.

Actually... most of Hentai material you can buy in America is uncensored anyways.... Unless otherwise noted, an item on the page is uncensored.
