Is 'Powerpuff Girls Z' considered an anime?

Because I made a PPGZ AMV.
I mean it's on TV Tokyo, it's in Japanese, has an all Japanese cast and crew, and now has the good ol' magical girl feel and plot.
But if it doesn't count since it's copyrighted by Cartoon Network...it would suck, but I'll understand.

Thanks. I just went to try and upload my AMV, but it seems it's listed as a "confirmed non-anime". What a disappointment. -_-

Is it listed under "Demashitaa! Powerpuff Girls Z (TV)" because that is an anime.
If thats not listed add it and ask the mods to approve it
Be sure to give them the link to the anime's info so they can check it out
