According to a poster on Animesuki, the OVA is based on a console game and the OVA came with the game. Supposedly If you play the game it makes much more sense.
I thought the animation was fine, I thought the blonde reporter was very fine, I though the mecha were fine
I thought I would rip my eyes out if I had to deal with wathcing the cliche idiot evil scientist for 5 minutes more. He was the only character who annoyed me like fingernails on a chalkboard.
