I guess GSC does have it's 5 minute driving sequence...but it still isn't a very car-centric anime. Of Kenichi Sonoda anime, Riding Bean is far more car-centric. But its been in and out of print, so it might be hard to find.

Man those toys where so awsome when they where on a pump and you would press it down and the little hover cars would go flying... good times... I think they came from McDonalds.

Don't forget the other Fujishima title, You're Under Arrest. (Hehe, nitro powered mini.) Despite it being mostly police work, there is a good amount of racing.
