Sony Vegas 7.0 Effect

I can't seem to find the AMV of the effect I'm looking for. But how to desribe the effect, is almost like a rectangle across the media picture, is jutting out from the center or the image, but it can't move...I don't know how to explain it fully, since I can't find the amv of it...

At :25 seconds that's a very similar effect, I can't find out how to do an effect like that to save my life. Please help.

cookie cutter + border and since I'm still a newb I don't know how to change it to blue lol sorry.Only thing just now I can think of is the Blue Glow Everywhere in the Video FX section :\

Be better than that person. All that person did was unnecessary effect whoring that tore the video down several notches. =\
