By no movement,do you mean a still?If so you can just take a screenie and place it after the normal-speed clip.
If I do that, then it'll have no transition from the process of slowing down to no-speed. It has to slow down as well.

Ah so you want a normal speed clip to slow down and then stop completely?

Yes! but from wut I've heard, that feature is impossible in Vegas 9...
